This bumps Rocky Linux 9.7 repositories and rebuilds Nova images to bring an updated qemu-kvm [1].

This should resolve the following issue:

operation failed: guest CPU doesn't match specification: missing features: pdcm

This bumps Rocky Linux 9.7 repositories and rebuilds Nova images to
